What “budget” should mean before you compare models
The aircraft and required controller fit the buyer’s current spending limit without depending on unavailable accessories or hidden subscriptions.
Batteries, propellers, storage cards, chargers, replacement parts, applications, and repair services remain reasonably obtainable.
The camera and flight system meet the intended use well enough that the buyer will not immediately need a second drone.

Manufacturer flight-time figures are measured under defined test conditions and often continue until a forced low-battery landing. Real operations require energy for wind, the return route, positioning, repeated framing, an alternate landing area, and unexpected delays.
What matters more than the advertised price
Mechanical or electronic stabilization
